Marius Dragomir: Media Capture and Its Contexts: Developing a Comparative Framework for Public Service Media

In his book chapter co-authored with Minna Aslama Horowitz, Marius Dragomir, DI's Senior Program Manager and Director of the CEU Democracy Institute’s Center for Media, Data and Society, creates a framework for analyzing media capture and its impact on Public Service Media.

According to Alina Mungiu-Pippidi’s definition, “media capture is a situation in which the media are controlled ‘either directly by governments or by vested interests’ which seek political influence rather than profit. The result is the creation of a hybrid regime, halfway between democracy and totalitarian state.”

The chapter is published in the book The Values of Public Service Media in the Internet Society (Palgrave 2021), which provides a global overview of the challenges and opportunities faced by Public Service Media organizations.
